BCDA and CostPlus Partner to Advance Renewable Energy Projects in New Clark City

November 12, 2025

Multiple national and regional news outlets have reported on the new partnership between the Bases Conversion and Development Authority (BCDA) and CostPlus, Inc. to explore renewable energy projects in New Clark City.

While all articles cover the same Memorandum of Understanding (MOU) signed on October 14, 2025, some publications offer additional background and technical details about the scope of the collaboration.

Below is a consolidated summary of the initiative, followed by links to the complete stories published by various media organizations.

Overview of the Partnership

BCDA and CostPlus have signed an MOU to accelerate the shift toward clean, renewable, and smart energy solutions across New Clark City and other BCDA-managed estates.

Under the agreement, both parties will conduct feasibility studies for key sustainable energy projects, including:
• A 5-megawatt solar-powered microgrid system with advanced battery storage and auxiliary technologies
• A 20-metric-ton-per-day waste-to-energy (WTE) facility, designed to convert solid waste into compressed natural gas (CNG) to fuel public transport and generate high-grade fertilizer as a by-product

To symbolize their shared commitment to green mobility, CostPlus donated an electric bus to BCDA during the ceremonial signing.

The event was attended by BCDA President and CEO Joshua Bingcang, CostPlus President Anand Mahtani, BCDA Executive Vice President and COO Atty. Gisela Kalalo, and Indian Ambassador to the Philippines H.E. Shri Harsh Kumar Jain.

This collaboration forms part of BCDA’s broader effort to position New Clark City as a model for sustainable, smart, and resilient urban development in the Philippines.
